I enclose a copy of a

letter Foxlee has received from one of the partners in

Binnie, Deacon & Gourley, who were the consulting engineers for the construction of the Hong Kong water supply. I do not know whether you can do anything about it, but it certainly seems wrong that the Americans should be taking action of the kind suggested.
